Heidi's Legacy Dog Rescue in Lithia is seeking a foster or adoptive family for this poor shepherd who was turned into a shelter wearing a collar with a piece of chain attached to it.
He is extremely underweight but his circumstances hasn't damaged his spirit. He is a happy dog who is starved for attention.
